Help with getting my computer to meet requirements for new games?

My computer isn't a newer model, in fact I got it back in 03 or 04. Can it be immproved to meet the system requirements of newer games?If so, does anyone know of a graphics card that would work for newer games (Particularly the upcoming Spore game) but is still kind of cheap?Help with getting my computer to meet requirements for new games?
